Freeze is a kill switch, not a custody transfer. Your keys are still yours and your funds have not gone anywhere; what stops is anything that would move value out. It can be lifted by you and only by you.
If the phone itself is gone, freezing and then restoring onto a new device from your recovery phrase is the standard sequence.
Freeze and unfreeze

Open Settings → Security → Freeze from any device where you can sign in.

Turn Freeze on.
It takes effect immediately at the relay layer, so an already-prepared transaction cannot slip through behind it.

Restore onto a new device from your recovery phrase if the old one is lost.

Move funds to a fresh wallet if you believe the recovery phrase itself was exposed.
Freeze protects a lost device. It cannot protect a leaked phrase, because anyone holding the phrase can use any wallet software they like.

Turn Freeze off when you are confident things are safe.

- Receiving is unaffected. Inbound transfers still arrive while frozen.
- Freeze is the blunt instrument; guardrails are the everyday one. Use guardrails to shape normal spending and freeze for incidents.

No, and it should not. Your funds stay exactly where they are under your own keys. Freeze stops outbound activity; it does not take custody.
It is the right first step. If the thief cannot unlock the phone, your keys remain protected by the OS keychain and biometrics. Restore onto a new device, and move funds if you have any reason to think the phrase was exposed.
